Using an Integrated GIS / IT / and Project Management Lifecycle Model (IGLM) for Minimizing Enterprise GIS Failure

(Chris Turner, Altus Group)

The implementation of desktop or departmental GIS has with it, its own challenges. Implementing GIS at an enterprise level is again a whole new level. Approximately 70% of all true Enterprise GIS implementations fail due to poor project management coupled with a poor understanding of the necessary processes, both technical and administrative, that are required for successful implementation. GIS is even more critical today than it ever was to assist in a sustainable future. To ensure it is an effective tool requires effective implementation. This paper's focus is on how to minimize risks often associated with large GIS roll outs. The approach involves using standardized processes and tools for effective delivery with a focus on 3 blended lifecycles; GIS, IT and Project Management. Recognizing these factors, has spurred Altus Group to formulate a proprietary integrated methodology for implementing enterprise GIS into organizations. This initiative is well underway, and has already illustrated great value internally and externally. The presentation will walk through this newly defined integrated lifecycle, and illustrate the appropriate processes and templates to help make an enterprise GIS implementation successful.
