Geospatial Asset Management Framework to Support Sustainable Transportation Infrastructure in Newfoundland & Labrador

Transportation agencies worldwide are implementing integrated Transportation Management Systems (TMS) in support of life cycle asset management practice and improved decision support. These systems are becoming mission critical as support staff levels decrease and there is increasing pressure to best leverage available funding for rehabilitation and improvement to ensure a sustainable transportation infrastructure into the future. This paper will discuss a phased GIS implementation project now underway within the Newfoundland & Labrador Department of Transportation and Works (NLTW) that is building a geospatial information framework to support the further development of integrated TMS within the department. Key components of this implementation to date have included the development of corporate location referencing standards, the procurement of a Road Network Management System (RNMS), a collaborative strategy for ongoing maintenance of the Newfoundland & Labrador Road Network (NLRN) database, and a province wide GPS based collection of a Road Features Inventory (RFI). The RNMS will be made accessible to both head office and regional NLTW staff for the ongoing maintenance of the RFI data. A Corporate Linear Referencing System (CLRS) tied to the NLRN will provide an integration framework for data and applications to be included within a future asset management framework.
